Philip Newman and Jayne Limond will provide an update on the activities of the EFCB. The presentation will cover the following areas:
• Changes to legislation (The Forfeiture of Money etc. in Civil Proceedings (Bailiwick of Guernsey) (Amendment) Ordinance, 2022 and the effect of the new provisions
• Informal and formal international assistance
• Asset Recovery Inter-Agency Networks
• What happens to a SAR, in an international context

Philip Newman joined the EFCB in June 2022 as an Investigating Lawyer. Philip’s work primarily focuses on asset recovery (both conviction and non-conviction based) and mutual legal assistance. However, he also advises on the EFCB’s criminal investigations and prosecutions.
Philip joined the EFCB from the UK Central Authority (part of the Home Office) where he was part of the mutual legal assistance (MLA) team. Philip’s was the lead for the bilateral MLA relationship with the US, working closely with the US legal attaché and advising ministers and law enforcement partners in respect to sensitive and high-profile requests for assistance.
Philip qualified as a lawyer in 2008 and initially worked in criminal defence, before briefly working for a criminal law firm in Australia, and then moving to the Crown Prosecution Service in London.

Jayne Limond commenced her role as Deputy Head of Operations (Civil) in August 2021. Jayne’s role is to lead and manage the civil asset recovery team; she and her team work closely with domestic and international partners when investigating both conviction and non-conviction based asset recovery investigations. Jayne also manages the investigatory response to inbound mutual legal assistance requests (executed on behalf of the Law Officers of the Crown, as the Competent Authority), and the Case Development Unit, who are responsible for evaluating and developing referrals for criminal or civil investigation.
Jayne held the role of H.M. Sheriff and H.M. Sergeant for four years prior to taking up her current role, and prior to that, worked for fifteen years with the Guernsey Border Agency. The last four of which, Jayne supervised both criminal and non-conviction based investigations, within the then Economic Crime Division.
