In July the Commission issued a consultation paper on proposals for the implementation of a new law, the Lending Credit and Finance Law. The consultation period ended on 15 September. The Commission will analyse the responses for use in compiling a Policy Letter to be considered by the States of Guernsey.

The Lending Credit and Finance Law proposes to repeal and integrate the Non-Regulated Financial Services Businesses Law’s AML/CFT obligations with new regulations relating to the innovative alternative financial services and products plus consumer financial protection.

Steve Chandler and Ellen Armsden will provide an overview of the LCF Law’s proposals including the suggestions relating to CDD Platforms, Electronic Agents and Green Investments plus a brief outline of the Commission’s innovation hub, the Innovation SoundBox.

Steve Chandler has worked in the finance industry for over 40 years. Originally working for Barclays in a variety of roles across the UK until transferring to Guernsey in 2001.

Steve joined the Commission almost 6 years ago first in the Banking Division and then moving to assist in establishing the AML/CFT Unit, which is now the Financial Crime Supervision and Policy Division. During his period with Financial Crime Steve worked on the Moneyval assessment including being one of the representatives who attended the plenary where the report was discussed.

Steve is currently managing the Lending Credit and Finance Project and also is a primary contact point for the Commission’s Innovation SoundBox

Ellen Armsden read law at the University of Bristol, graduating in 2003. She has worked in the legal industry in Guernsey since 2006 and qualified as a Solicitor of England and Wales in 2009 whilst working in the corporate and commercial department of a leading offshore firm. She spent ten years at that firm undertaking a variety of roles, including a legal practice focussing on regulatory and corporate work, acting as compliance manager and in house counsel.

Ellen now provides legal project management services on a contract basis to various organisations.
