The Isle of Man is the first comparable International Financial Centre to be evaluated by MoneyVal against the FATF's 2012 Standards. The IOM scored poorly against many of the effectiveness ratings and it is now in the FATF's enhanced follow up measures.
The report shows just how tough these evaluations are for a jurisdiction.  There is an increased emphasis on how well the financial services sector implements AML/CFT requirements and understands the ML and TF risks.

Fiona will talk about what the supervisor and the private sector can learn from the IOM experience.

Fiona graduated from the University of Wales, Cardiff, with a degree in Economics and Social Studies and is a member of the Chartered Institute for Securities & Investment. 

She joined the Commission in May 1999 as an analyst in the Investment Business Division and was promoted to senior analyst in 2002. In January 2005 she took up the role of Assistant Director in the Fiduciary Division and held the position as a Deputy Director in the Fiduciary Supervision and Policy Division from April 2011 to October 2014.  She was appointed Director of the Financial Crime Supervision and Policy Division in November 2014. 

Fiona led the GFSC’s contribution to the MONEYVAL evaluation of Guernsey from the close of their visit in October 2014 to the finalisation of the report at the MONEYVAL plenary in September 2015. She has been trained by MONEYVAL to undertake evaluations of jurisdictions against the FATF standards and is in the process of participating in an evaluation of a MONEYVAL member jurisdiction.
